The Chamber of Deputies approved in the first round, this Tuesday, the Shielding PEC, which amends the Constitution to make it more difficult to open legal proceedings against parliamentarians. There were 353 votes in favor, 134 against, and 1 abstention. At least 308 votes were required. To move on to the Senate, there is still the analysis in the second round. The measure reestablishes, with adjustments, a rule that was in force from 1988 to 2001 when Congress had to authorize the opening of lawsuits against deputies and senators in advance. Unlike the previous wording of the PEC presented in 2021, the text approved this Tuesday requires legislative approval only for the opening of criminal proceedings in the Supreme Federal Court – no longer for the initiation of investigations. The government coalition released its deputies – meaning they did not dictate support or rejection to the text. However, the opposition voted overwhelmingly in favor. For example, all 83 PL deputies present voted to endorse the PEC. On the other hand, in the PT, there were 12 favorable votes out of a total of 63.
