Mercosur and Brics Absent from COP30

The absence of Mercosur countries and, more importantly, Brics at the COP30 has exposed the failure of the summit meeting preceding the technical debates planned for COP30. The most serious case was the absence of the presidents of Mercosur countries, especially when Lula holds the rotating presidency. Diplomats suspect a possible boycott led by the President of Argentina, Javier Milei.

The absence of Brics countries is humiliating following Lula’s deteriorated relations with the U.S. advocating for replacing the dollar in commercial relations. None of Brics’ ‘buddies’ attended the summit: Xi Jiping (China), Putin (Russia), Narendra Modi (India), and Matamela Ramaphosa (South Africa).

Diplomats suspect that by isolating Lula at COP30, Brics and Mercosur countries wanted to ‘make a gesture’ towards Donald Trump. Even the Uruguayan Yamandú Orsi, a rare leftist elected in the continent, did not attend. Brazil’s Ministry of Foreign Affairs remains silent.

While trying to attract some wealthy donors to the Forever Tropical Forests Fund (TFFF), Lula remains silent about the Amazon Fund, launched by him in 2008 and managed by BNDES. The Amazon Fund received two donations this year, one from Switzerland (CHF 5 million) and another from Ireland (US$ 5.8 million), totaling only R$4.5 billion in 17 years.

Lula’s TFFF is a poorly copied version of the 2015 Paris Agreement, promising $100 billion annually, yet it never yielded any funds. Some unsuspecting individuals were tricked into promising financial support from Indonesia, France, Portugal, Norway, and Brazil during the launch.

While the government struggles in Congress to approve new taxes, Lula promises, at our expense, $1 billion for the TFFF, potentially hampering tariff negotiation hopes. Instead of focusing on Brazil’s interests, Lula spends his weekend at the CELAC, an ultra-left summit, to provoke the U.S. and embrace Venezuela’s dictator.

The petition for the impeachment of Supreme Court Justice Alexandre de Moraes on Change.org has stalled at 1.82 million signatures, with 41 requests for his dismissal in Congress. There are complaints from unionists in Brasilia about security cameras in schools to prevent influencing adolescents politically in the absence of parents.

Senator Jorge Seif (PL-SC) criticized the lack of commitment to schedule the amnesty project in Congress, stating that ‘apparently, words no longer hold value.’ The anti-terrorism bill proposed by Danilo Forte (Union-CE) has gained support, with his party likely to close ranks and vote for the legislation, which classifies criminal factions as terrorist organizations.

Carlos Lupi faced backlash online after questioning the sustaining of the Selic rate at 15%, as followers reminded him of Lula’s spending habits during his term as minister, which Lupi supported. Wagner Rosário was inaugurated as a councilor in the Sao Paulo State Court of Auditors, following his appointment by Governor Tarcísio de Freitas (Rep), having previously been Jair Bolsonaro’s chief controller.

The National Confederation of Municipalities reported a total of R$732.2 billion in damages caused by disasters in municipalities from 2013 to 2024. Food shortages, lack of water, and inadequate sanitation at the COP resemble Brazil under Lula & Co.
