Former members of Lula and Bolsonaro governments targeted by PF operation against INSS fraud; find out who they are

Decisions were issued by Minister André Mendonça of the Supreme Federal Court (STF), who reported evidence that both contributed, at different times, to the operation and shielding of the scheme. The Federal Police and the Office of the Comptroller General (CGU) estimate that the fraud involving unions and associations caused losses exceeding R$ 6 billion between 2019 and 2024. Former Minister of Social Security and Labor in the Bolsonaro government, José Carlos Oliveira, currently known as Ahmed Mohamad Oliveira Andrade, is identified by the Federal Police as a ‘strategic’ piece in maintaining and shielding the fraud scheme. According to the investigation, he allegedly received kickbacks and authorized improper transfers to the National Confederation of Family Farmers and Rural Entrepreneurs (Conafer), even without proof of membership from beneficiaries, a requirement stipulated in agreements with the INSS.
