Europe’s Plan for War in Ukraine Includes Territory Transfer to Russia

Ukraine and European delegations met on Sunday (23) in Geneva, Switzerland, to discuss a counterproposal to the United States’ plan to end the war between Russia and Ukraine. The European version of the plan challenges the proposed limits on Kiev’s armed forces and territorial concessions, according to a document seen by Reuters. The document, prepared for the Geneva negotiations, suggests that Ukraine’s military personnel be limited to 800,000 ‘in times of peace,’ instead of the overall limit of 600,000 proposed by the US plan. Additionally, it states that ‘negotiations on territorial exchanges will start from the Contact Line.’ Here are the key points of the counterproposal: Limit of 800,000 Ukrainian military personnel in times of peace; Ukraine’s NATO membership depends on alliance members’ consensus (which currently doesn’t exist); NATO fighters will be positioned in Poland; Ukraine will receive US guarantee reflecting Article 5 of NATO; Ukraine will be ‘financially compensated, including through frozen Russian sovereign assets until Russia compensates Ukraine for damages.’ Ukraine commits not to reclaim its sovereign territory by military means; negotiations on territorial exchanges will start from the ‘contact line’; Ukraine will hold elections as soon as possible after the peace agreement is signed.
