The police reported that the councilman was part of a network of ‘favors’ that provided logistical and operational support in exchange for financial and electoral benefits. According to the authorities, his support was used for building barricades in Vilar dos Teles, a practice that prevented police and basic services’ access to the population. He was arrested on Tuesday morning. In screenshots obtained by Extra, the councilman negotiated the sending of machinery – apparently owned by the city hall – to ‘tear up’ the streets where barricades would be installed. The messages were exchanged with Marlon Henrique da Silva, known as ‘Pagodeiro’, right-hand man of trafficker Geonário Fernandes Pereira Moreno, known as ‘Genaro’, leader of TCP in the region. In the dialogues, the councilman stated that he could lend a ‘jackhammer’ later and even offered job positions at a hospital for people that Pagodeiro wanted to ‘help’ in the community.

Councilman arrested in operation against TCP negotiated appointments in exchange for political support and offered support for building barricades, according to police
