Moscow. November 19th. INTERFAX.RU – The US President Donald Trump’s administration is secretly consulting with Russia to develop a new plan for settling the Ukrainian conflict, Axios reported, citing official American and Russian representatives. According to the portal’s sources, the plan consists of 28 points focusing on four main components: peace in Ukraine, security guarantees, European security, and future relations between Washington, Moscow, and Kyiv. An American official told the publication that Trump’s special envoy, Steve Witkoff, who leads the plan’s development, discussed it in detail with the Russian President’s special representative for foreign investment and economic cooperation, Kirill Dmitriev, during his visit to Miami in late October. Dmitriev, in turn, expressed optimism to Axios about the deal’s chances for success, stating that this time “we feel that Russia’s position is truly being heard.” The article notes that Witkoff was supposed to meet with the President of Ukraine, Volodymyr Zelensky, on Wednesday in Turkey but postponed his trip. A Ukrainian source confirmed to Axios that Witkoff discussed the new plan with the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, during a meeting in Miami earlier this week. According to the American official, the White House has started informing European representatives about the new plan, besides Ukrainians. “We believe that now is the right time to implement this plan. But both sides must be practical and realistic,” the American source said.
