Details of 2026 Hajj Quota & Waiting List by Province, East Java with Highest Allocation

The Indonesian government, through the Ministry of Hajj and Umrah, has officially announced the distribution of the regular hajj pilgrim quota for the year 2026. Out of the total 203,320 regular hajj pilgrim quota, East Java is the province with the highest quota allocation in all of Indonesia. The quota allocation was directly announced by the Deputy Minister of Hajj and Umrah, Dahnil Anzar Simanjuntak, during a Working Meeting with the VIII Commission of the Indonesian House of Representatives on Tuesday (28/10/2025).

In his presentation, Dahnil explained that the distribution of regular hajj quota per province is determined based on two main considerations, namely the proportion of the Muslim population and the number of pilgrims on the waiting list in each region. ‘Considerations, one, the proportion of the Muslim population between provinces and/or. Two, the proportion of the number of pilgrims on the waiting list between provinces,’ Dahnil said.

The regular hajj quota itself is divided into two levels, namely the provincial quota and the district or city quota, which are adjusted based on the queue data and the number of active pilgrim candidates. According to the data presented by the Ministry of Hajj and Umrah, East Java is the province with the largest allocation of regular hajj quota in 2026, with a total of 42,409 pilgrims. This is followed by Central Java with 34,122 pilgrims, and West Java with 29,643 pilgrims.

Meanwhile, the provinces with the least quota are West Papua with 447 pilgrims, and North Kalimantan with 489 pilgrims. ‘West Java 29,643, Central Java 34,122, Yogyakarta 3,748, East Java 42,409, Bali 698, West Nusa Tenggara 5,798, East Nusa Tenggara 516, West Kalimantan 1,858,’ Dahnil stated while presenting the data.
