This is meant to signal strength internally and deterrence externally. In the aftermath of the recent war with Israel, there is now a half-hearted race against the ‘Snapback’ mechanism. This mechanism allows any participant to the Iran nuclear deal to trigger the reimposition of all sanctions previously lifted under the agreement. If Iran fails to return to the negotiating table, new UN sanctions loom on the horizon.
