The Central Meteorological Observatory issued the first red typhoon alert of the year at 18:00 on the 4th: at 17:00 on the 4th, the center of this year’s 21st typhoon “Madam” was located about 520 kilometers southeast of Xuwen County, Maoming City, with maximum winds near the center reaching force 12 (35 meters/second), intensifying and moving towards the coast of western Guangdong. The Guangdong Provincial Flood Control, Drought Relief, and Wind Defense Headquarters raised the typhoon emergency response level from level IV to level II at 9 AM on the 4th.
