Changes to debt collection rules for citizens in Russia from November 1

Starting on November 1, tax authorities in Russia will be able to collect debts for mandatory payments, including taxes and fines, out of court if there is no dispute, as stated by State Duma deputy Igor Antropenko (United Russia). This change will allow government agencies to more efficiently recover debts from citizens.
