The government has confirmed that financing based on intellectual property (IP) is now officially part of the national credit policy. This decision was made after the proposal for IP-based Micro, Small, and Medium Enterprises (MSMEs) Business Credit (KUR) amounting to Rp10 trillion was approved by Finance Minister Purbaya Yudhi Sadewa and Coordinating Minister for Economic Affairs Airlangga Hartarto in a National Committee Coordination Meeting on Monday (11/17/2025). With this approval, Indonesia has become the 15th country in the world to provide IP-based financing schemes for MSMEs and players in the creative economy. Law Minister, Supratman Andi Agtas, emphasized that they have coordinated across ministries and institutions to realize this scheme. He hopes that intellectual property owners can access broader financing through both KUR and non-KUR facilities, in accordance with Government Regulation No. 24 of 2022. The need for funding for research and innovation development, especially from universities and research institutions producing IP-based products, still faces capital limitations.
