Marketplaces in 2025 did not pay taxes worth around 1.5 trillion rubles due to discounts. This statement was made by Sberbank’s CEO, Herman Gref, at the ‘Focus on the Customer’ forum organized by the Bank of Russia. ‘It bothers me when marketplaces unfairly take market share from physical stores through non-market competition conditions created by the state. This needs to stop,’ emphasized Gref.
According to him, platforms need to demonstrate their efficiency in fair competition. They will not generate such profits and will start to sharply raise prices. Currently, this trend is observed in Ozon. The marketplace drastically increased commissions, showed profitability, and started paying dividends. Sberbank’s CEO pointed out that marketplaces in Russia are not yet regulated. He expressed the opinion that the focus should be on placing them ‘in a normal competitive space.’ This task falls on the state. Today, marketplaces are out of competition, especially out of tax competition, highlighted Gref.
On October 8, the Federation Council recommended the government to introduce amendments to the law ‘On Certain Issues of Regulating the Platform Economy in the Russian Federation,’ ensuring equal access conditions to digital intermediary platforms for sellers and buyers. According to the document, the regulations should exclude the possibility of granting advantages to companies affiliated with the platform owner.
