Russia and Venezuela are bound by various contractual obligations, as stated by the press secretary of the Russian President, Dmitry Peskov. This came after Venezuelan leader, Nicolas Maduro, sought support from Russian President Vladimir Putin at the end of October. Maduro’s request to Putin came amidst reports of potential US strikes on Venezuelan territory, allegedly related to drug production. This led to Venezuela asking Russia for rockets, radars, and plane repairs, preparing for possible military operations by the Pentagon.
