Jakarta – Independent Umrah is now legal. People can go to the Holy Land on their own without using a travel agency or Pilgrimage Travel Organizer (PPIU). The legalization of independent Umrah is stated in Law No. 14 of 2025 concerning the Third Amendment to Law No. 8 of 2019 concerning the Organization of Hajj and Umrah. ‘Umrah pilgrimage is carried out: a. through PPIU; b. independently; or c. through the Ministry,’ reads article 86 of Law No. 14 of 2025. This alternative independent Umrah has attracted a lot of attention from the public due to its perceived affordability and flexibility in terms of timing.
