Deputy Minister of Hajj and Umrah (Wamenhaj) Dahnil Anzar Simanjuntak reported the Indonesian hajj quota for 2026 to DPR, which stands at 221,000 pilgrims. The presentation was made during a Working Meeting with the DPR Commission VIII at the Parliament Complex in Jakarta on Tuesday (28/10/2025), chaired by Marwan Dasopang, Chairman of DPR Commission VIII.
In his presentation, Dahnil explained that out of the total quota of 221,000, 203,320 pilgrims or 92 percent are allocated for regular hajj, while 17,680 pilgrims or 8 percent are designated for special hajj. ‘The special hajj quota is 17,680 pilgrims or 8 percent. The allocation of this quota is the same as the previous year,’ Dahnil said during the meeting.
He elaborated that the distribution of regular hajj quotas is based on Article 13 of Law Number 14 of 2025 concerning the Organization of Hajj and Umrah. The distribution is based on the Muslim population in each province and the length of the waiting list for pilgrims.
‘The minister divides the regular hajj quota into provincial and district or city quotas based on considerations, with the proportion of the Muslim population between provinces and/or the proportion of the waiting list for hajj pilgrims between provinces,’ he explained.
Dahnil added that the main principle of quota distribution is fairness. Provinces with the highest number of applicants will receive a larger quota. He also emphasized that the waiting time for hajj departure in all provinces has been standardized. ‘The value of benefits received by pilgrims is the same because the waiting time is the same,’ he added.
