Mincetur: Peru to close 2025 with 25 trade agreements and prepares regulation of private economic zones

The Minister of Foreign Trade and Tourism, Teresa Mera Gómez, announced that Peru will close 2025 with 25 active trade agreements, following the entry into force this year of the treaties with Guatemala and Hong Kong. She added that the agreement with Indonesia will enter into force during the first semester of 2026, while Mincetur will start negotiations with the United Arab Emirates in December and continue ongoing processes with India and Uruguay. At the International Forum of Private Special Economic Zones, organized by the Lima Chamber of Commerce (CCL), Mera stated that her sector will also start negotiations with the United Arab Emirates in December and continue ongoing processes with India and Uruguay, as part of the strategy to expand the network of trade partners and strengthen Peru’s presence in international markets. These advancements are complemented with infrastructure and logistics development aimed at improving foreign trade competitiveness. The minister highlighted that these measures, along with the expansion of the Matarani port and new regulations for river transit and ports, will integrate economic zones with national logistics corridors. The recently approved Law No. 32449, which creates a special tax and customs regime for Private Special Economic Zones (ZEEP), will be crucial for commercial expansion and attracting foreign investment. Once the regulation is approved, Mincetur will focus on promoting the law to attract foreign investment and integrate it with other trade policy measures. The Peruvian government aims for economic zones to be part of a comprehensive regional development strategy, combining production, commerce, and connectivity. It emphasizes the importance of ports, docks, and logistics regulations to support growth in these areas effectively. With this approach, Mincetur consolidates a dual agenda: expanding the country’s trade network and regulating the new economic regime as pillars for export growth and productive diversification by 2026.
