New Penalties Proposed in Russia for Site Owners Using Foreign Services for User Authorization

In Russia, website owners may face fines for user authorization through foreign services. A corresponding bill has been introduced in the State Duma, as reported on social media.

The new Article 13.53 of the Code of Administrative Offenses establishes the responsibility for website owners for ‘failure to fulfill the obligation to authenticate users,’ writes the Telegram channel ‘Beware News.’ It is noted that individuals could receive fines of 10-20 thousand rubles, while legal entities could face fines of 500-700 thousand rubles. According to the legislation, as outlined by the channel, registration on Russian websites can be done through biometrics, phones, or services owned by companies in Russia.

Allegedly, fines of up to 700 thousand rubles are also proposed for violations in the field of recommendation technologies. As an example, the channel mentions a scenario where these technologies affect the rights of Russians or violate the law.
