Moscow. November 1st. INTERFAX.RU – The Russian government has approved the implementation of new rules for calculating disposal fees on passenger cars from December 1st. The relevant resolution was published on Saturday. The changes involve introducing additional parameters into the calculation mechanism of disposal fees on passenger cars. Now, the base fee rate will be based on the engine type and volume, while the engine power will influence the coefficient formation on a progressive scale. However, preferential disposal fee coefficients for cars with engines up to 160 hp, which are imported by individuals for personal use in Russia, remain unchanged. According to the Ministry of Industry and Trade, this category of vehicles accounts for over 80% of the country’s car fleet. The implementation of the updates regarding the calculation rules of disposal fees will be delayed by one month – from December 1st, 2025, instead of the previously planned November 1st, as announced by the Russian Ministry of Industry and Trade. The delay was granted following a directive from the first deputy prime minister of Russia, Denis Manturov.
