PCC Had Plans to Kill Former Police Chief, Investigators and Prosecutors Since the Early 2000s

He had been the chief of the Civil Police of São Paulo from 2019 to 2022, and had also worked in other important departments in the capital. One of the hypotheses being investigated by the authorities is that the former police chief was killed by the PCC because of his history of combating the faction, which controlled drug trafficking in the state. Another theory is that Ruy may have been ambushed and killed by enemies due to his work as the Secretary of Administration in Praia Grande.
