Putin emphasized the importance of not just imposing a ban, but also conducting appropriate youth outreach. Ekaterina Leshchinskaya, the head of the All-Russian public movement ‘Healthy Motherland,’ appealed to the president to fully ban vapes in the country, citing positive experiences in many other countries. Putin responded with approval.
