The Russian State Duma approved amendments to the Code of Administrative Offenses at the meeting on November 12. The bill specifies that fines for not having valid compulsory car insurance (‘OSAGO’) can be issued no more than once a day. This legislation sets the stage for the introduction of automatic checks for the presence of OSAGO policies using road camera networks. ‘”The insurance community supports this initiative, which will help identify not just random offenders, but car owners who systematically ignore the provisions of the OSAGO law,’ quoted the president of the Russian Union of Auto Insurers, Evgeny Ufimtsev, by the Drom portal. The RSA stated that their databases are already prepared for connecting checks on the presence of OSAGO policies via cameras. However, the traffic police still require an upgrade to the special ‘Spider’ software, to which all Russian road cameras are connected.
