Supreme Court Issues Ultimatum to State Governments, Including Gujarat: ‘Implement Orders in 2 Months’

On Friday, the Supreme Court issued three directives regarding the issue of stray dogs. The states must work on the recommendations of animal curries and file affidavits. The court directed that Rajasthan High Court’s orders regarding stray animals on roads be implemented nationwide. Stray animals should be removed from highways and kept in shelters. Municipal corporations should form patrolling teams and ensure 24-hour monitoring. Additionally, the court ordered the establishment of a helpline number.

In the third directive, the Supreme Court instructed educational institutions, recreational centers, hospitals, bus stands, and railway stations to wall off entry points for stray dogs and not allow them to stay there. They must be vaccinated, sterilized, and housed in shelters. The court ordered compliance within eight weeks.

It is disclosed that on August 11, Justice JB Pardiwala and R. Mahadevan’s bench issued strict guidelines to house stray dogs in Delhi, Noida, Ghaziabad, Gurugram, and Faridabad. Animal lovers objected, and the matter was brought before the Chief Justice and subsequently referred to a bench of three judges.

The bench of three judges, overturning previous orders, commanded the capture, vaccination, sterilization, and release of stray dogs in Delhi-NCR. Moreover, on August 22, the court expanded the hearing, transferred pending cases to various high courts, and directed states to file affidavits. Only two states submitted the affidavits in two months.

Judges expressed surprise that, except for the two states, no one had filed their responses to the notices. The Delhi government also failed to file an affidavit. Only the Delhi Municipal Corporation (MCD) submitted theirs.
