Ukraine Seeks Exchange of 1,200 Prisoners with Russia

Ukraine is looking to exchange 1,200 prisoners with Russia, according to a statement from Zelenskyy’s security chief. Following consultations in Turkey and the United Arab Emirates, and with the support of Kyiv’s partners, discussions focused on restarting the exchange process.

The security chief stated, ‘As a result of these negotiations, the parties agreed to return to the Istanbul agreements.’ He added, ‘This concerns the release of 1,200 Ukrainians.’ These comments were made via a statement on Telegram, indicating Ukraine’s commitment to facilitating the exchange.

While Ukraine has shown willingness to move forward with the prisoner swaps, there has been no immediate response from Moscow regarding the proposed exchange. The Istanbul agreements, negotiated with Turkish mediation in 2022, serve as the framework for organizing large-scale, coordinated exchanges between Russia and Ukraine.

Since the agreements were established, both countries have engaged in the exchange of thousands of prisoners. However, these exchanges have been irregular and often disrupted due to escalations on the frontline related to the conflict initiated by Russia against Ukraine in February 2022. The resumption of negotiations and efforts to adhere to the Istanbul agreements signify a renewed commitment from both parties to address humanitarian concerns and work towards facilitating the release of individuals held captive in connection with the conflict.
