US Reveals Trump’s Plan to End War in Gaza; Check It Out

The White House released on Monday (29) the main points of the plan presented by the United States government, under President Donald Trump, to end the war in the Gaza Strip. The American government’s proposal envisions a temporary international government, to be called the ‘Council of Peace,’ led and presided over by Trump, with other members and heads of State to be announced, including former UK Prime Minister Tony Blair. Control of Gaza would later be handed over to the Palestinian Authority.
The plan presented by Trump envisions a permanent ceasefire and the release of all hostages still in the hands of Hamas, alive or dead. In exchange, Israel will release Palestinian prisoners and return the remains of individuals from Gaza.
The agreement also suggests that Gaza will not be annexed by Israel and that Hamas will not have a role in the governance of the territory. Members of the Palestinian group who surrender will be granted amnesty. The proposal also includes the gradual withdrawal of Israeli forces from Gaza and the demilitarization of the territory.
Gaza will be a deradicalized and terrorism-free area that does not pose a threat to its neighbors. Gaza will be rebuilt for the benefit of the people of Gaza, who have already suffered more than enough.
If both sides agree to this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of hostages. During this period, all military operations, including airstrikes and artillery shelling, will be suspended, and the battle lines will remain frozen until conditions for complete withdrawal are met.
Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and dead, will be returned. As soon as all hostages are returned, Israel will release 250 prisoners serving life sentences, as well as 1,700 residents of Gaza who have been detained since October 7, 2023, including all women and children detained in this context. For every deceased Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gaza residents.
Once all hostages are returned, Hamas members who commit to peaceful coexistence and disarmament will be granted amnesty. Hamas members wishing to leave Gaza will have safe passage to receiving countries.
Upon closing this agreement, full aid will be immediately sent to the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025 agreement regarding humanitarian aid, including infrastructure rehabilitation (water, electricity, sewage), hospital and bakery rehabilitation, and the entry of necessary equipment for rubble removal and road opening.
The distribution and aid entry into the Gaza Strip will proceed without interference from both parties through the United Nations and its agencies, the Red Crescent, and other international institutions not associated in any way with either party. Rafah crossing will open in both directions subject to the same mechanism implemented in the January 19, 2025 agreement.
Gaza will have a temporary transitional government of a technocrat Palestinian committee responsible for the daily management of public services and municipalities for the population of Gaza. This committee will consist of qualified Palestinians and international experts, supervised by a new international transitional body, the ‘Council of Peace,’ to be led and chaired by President Donald J. Trump, with other members and heads of state to be announced, including former Prime Minister Tony Blair. This body will manage funding for Gaza’s reconstruction until the Palestinian Authority completes its reform program, as described in various proposals, including President Trump’s 2020 peace plan and the Franco-Saudi proposal, and can safely and effectively regain control of Gaza. This body will appeal to the best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investments.
Trump’s economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped create some of the modern and miraculous prosperous cities in the Middle East. Several well-intentioned international investment proposals and exciting development ideas have been put forward and will be considered to synthesize security and governance frameworks to attract and facilitate these investments that will create jobs, opportunities, and hope for future Gaza.
A special economic zone will be established with preferential tariffs and access rates to be negotiated with participating countries. No one will be forced to leave Gaza, and those wishing to leave will be free to leave and return. We will encourage people to stay and offer the opportunity to build a better Gaza.
Hamas and other factions agree not to have any role in the Gaza government directly, indirectly, or in any way. All military, terrorist, and offensive infrastructures, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a demilitarization process in Gaza under the supervision of independent monitors, which will include the permanent decommissioning of weapons through an agreed dismantling process, supported by an internationally financed buyback and reintegration program, all verified by independent monitors. New Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbors.
Regional partners will provide assurance that Hamas and factions fulfill their obligations and that New Gaza poses no threat to its neighbors or its people. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to be immediately deployed in Gaza. The ISF will train and support controlled Palestinian police forces in Gaza and will consult with Jordan and Egypt, which have vast experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help protect border areas, along with recently trained Palestinian police forces. It is essential to prevent ammunition from entering Gaza and facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A conflict resolution mechanism will be agreed upon between the parties.
Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timetables linked to the disarmament agreed upon by the IDF, ISF, sponsors, and the United States, aiming for a secure Gaza that no longer poses a threat to Israel, Egypt, or their citizens. In practice, the IDF will progressively hand over Gaza territory to the ISF, according to an agreement they will make with the transition authority, until they are completely withdrawn from Gaza, except for a presence in the security perimeter that will remain until Gaza is properly protected from any resurgent terrorist threat.
If Hamas delays or rejects this proposal, the above, including the expanded aid operation, will continue in terrorism-free areas handed over by the IDF to the ISF.
An interreligious dialogue process will be established based on the values of tolerance and peaceful coexistence to try to change the mindsets and narratives of Palestinians and Israelis, emphasizing the benefits that can be derived from peace.
As Gaza’s redevelopment progresses and when the PA reform program is faithfully executed, the conditions may finally be met for a credible path to self-determination and the creation of a Palestinian State, which we recognize as the aspiration of the Palestinian people.
The United States will establish dialogue between Israel and the Palestinians to reach an agreement on a political horizon for peaceful and prosperous coexistence.
