For this reason, the police are working on the hypothesis that the criminals came from the capital to commit the crime in Baixada Santista. The investigation has two main suspects for the motivation of the crime: Revenge due to Ruy Fontes’ historical work against the leaders of the PCC. Reaction from criminals upset by his work at the Secretariat of Administration of Praia Grande. Ruy Ferraz Fontes was 68 years old and was shot dead on Monday afternoon in Praia Grande. The chief of police, Arthur Dian, went to the coast to follow the start of the investigations. Governor Tarcísio de Freitas ordered a total police mobilization, creating a task force to identify the killers. ‘I’m shocked. It’s very audacious. A highly planned action, from all that was reported to me. Delegate Ruy realized he was being attacked, tried to escape the ambush, but was cowardly killed,’ the governor said. The task force, according to Tarcísio, will involve Deic and DHPP, mainly. Both departments have police officers with many informants in organized crime who can help elucidate Ruy’s execution. The former chief of police worked for more than 20 years in the arrest of Marcos Willians Herbas Camacho, known as Marcola, and in the fight against the First Capital Command (PCC) in the state. Security cameras recorded the moment when criminals in a car chased the victim’s vehicle, which collided with a bus. Then, the group got out of the car and shot Ruy (watch the video in this report). Delegate Ruy Ferraz Fontes is shot dead in Praia Grande, SP. ‘I’m in shock, I was the last one to speak to him [on the phone],’ said Marcio Christino, a former prosecutor who worked in the fight against the faction and its leaders in the early 2000s with Ruy, who at the time was a delegate in the Department of State Criminal Investigations (Deic), in the capital of São Paulo. Currently, Christino is a State prosecutor. Christino even mentioned Ruy’s work as a delegate against the First Capital Command in the book ‘Blood Ties: The Secret History of the PCC,’ which he wrote with journalist Claudio Tognolli. He spent over 40 years as a police officer. The former chief of police commanded the São Paulo Civil Police between 2019 and 2022, when he was appointed by the then governor João Doria, then in the PSDB. He also worked at the State Department of Homicides and Protection of the Person (DHPP), the State Department of Narcotics Investigations (Denarc), and the Police Headquarters of the Capital (Decap). ‘[Ruy] was one of the people who arrested Marcola throughout the history of the PCC, who was step by step in this confrontation with the PCC, and to be executed in this way. This unfortunately shows the power of organized crime, the lack of control that organized crime has within Brazil, within the state of São Paulo. It is an extremely audacious action,’ said Rafael Alcadipani, professor at the Getulio Vargas University and member of the Brazilian Forum on Public Security. A graduate in law from the São Bernardo do Campo College, in the ABC region of São Paulo, Ruy became a delegate later and started investigating the PCC in the early 2000s. When at Deic, he participated in the arrests of some of the faction’s leaders, including Marcola, for drug trafficking, gang formation, and other crimes related to the criminal group. The former chief of police and his team of officers indicted Marcola and the leadership of the First Capital Command in 2006. According to Christino, he, Ruy, and all authorities, whether from the prosecution or the police who acted against the faction, had already been threatened by the PCC. ‘He [Ruy], I, and all who worked on those cases, including the 2006 attacks.’ In 2006, orders from the PCC from within the prisons determined a series of attacks against public security agents due to the São Paulo government’s decision to transfer the faction’s leaders, including Marcola, to the maximum-security prison of Presidente Venceslau, in the interior of the state.
