While the opposition seeks to categorize criminal factions, such as Comando Vermelho (CV) and Primeiro Comando da Capital (PCC), as terrorist groups, the government of Luiz Inácio Lula da Silva (PT) opposes the classification. In the Chamber of Deputies, Bill 1283/2025, proposed by Congressman Danilo Forte (Union-CE), is under consideration, which suggests the classification on the grounds that these organizations threaten national security and have been practicing ‘terror’ on the population. If approved, the proposal will classify the factions under the Antiterrorism Law (Law No. 13,260/2016), increasing penalties for faction criminals. Furthermore, investigative powers would shift from the Civil Police in the states to the Federal Police (PF).
